Small chance drop from Savage Gift, which can be purchased from the garrison festival vendor after completing the four dailies with Merry Supplies. The mount is tradable, and if you do not loot the item inside you are able to refund and purchase a new one until the mount drops, took me about 70 tries.
Farming Minion of Grumpus
Method 1 –
When you receive your first Savage Gift, instead of looting it, shift-click it to open and peek inside but do not loot. If it’s not the gift you want, then return to to the vendor for a refund and then purchase a new Savage Gift and check. Repeat until the gift contains a Grumpus Mount!

Method 2
Complete Winter Veil dailies which start at your Garrison . 5 dailies should get your enough Merry Supplies for a chance at a Savage Gift. You can repeat this with all your alts!
Savage Gift can also contain
Oil, Garrison Resources, Apexis Crystals or
Medallion of the Legion (4-6k EU price)
Frozen Arms of a Hero (1-1.5k EU)
Minion of Grumpus (unknown price yet)
Elixir of the Rapid Mind (3-4k EU)
There is currently a low spawn rate for the quest “what horrible presents” but if you join a cross realm group, you can switch to a quieter server to find the quest items.

My prediction?
With a mount this easy to get, unless there is a hotfix, then the mount will be worthless, players will be giving them away before the end of Winter Veil. However, if you are quick, you should be able to sell a few, especially if you deep undercut the over-hopeful first few sellers.
Update, 24 hours later.
After the hotfix the mounts are once again rare. Method 2 (do all the dailies with all the alts) still works, so good luck

so you were kind of encouraging people to exploit fyi…anyone who used the refund/rebuy method had the mount stripped and is subject to temp bans now. Might wanna be more careful about recommending things that are clearly exploitative in the future….

This is not true
No one with the mount from this method was banned.
No one with the mount from this method has had it stripped.
There *WAS* a massive ban today for players who use cheating bots like honorbuddy, so anyone claiming to be banned for mount acquirement is probably trying to cover their tail.
The ability to refund an item, such as the Savage Gift, was working as intended.
The ability to rebuy an item was working as intended.
The ability to look inside a packing without choosing to take it out was working as intended.
So every part of this method was intended.
What was NOT foreseen by the devs was that players would put together 2+2 to make 4.
This is why they hotfixed this method.
This was NOT an exploit, except in the very loosest offensive sense of the term, in that it was easier than expected.

Right now, being a druid, and being able to loot the snow mounds / snowballs faster than anyone else gives them an advantage. This is not an exploit. But it does spoil it for other players, and it would be fairer if it were fixed.
